The President signed an Executive Order declaring November 1st a day of mourning following the crash of a Russian airliner in Egypt.

The document reads, in part:

“On the day of mourning, national flags are to be lowered throughout the country. Cultural institutions and television and radio stations should cancel entertainment shows and events scheduled for the day of mourning. The Government, together with the state authorities of the Russian regions, is to take the necessary steps to provide assistance to the victims’ families.”
